Do I use here correctly?

Our semesterly workshop cannot reach all medical practitioners, i.e. about 20%-25% of them only if we consider about the whole country level.

The part that follows the i.e. should be a restatement and explanation of what precedes it but in more specific terms.
In your sentence, the two parts don't quite match; "cannot reach all" and "about 20% of them" are not parallel constructions and do not refer to the same things. I would prefer a sentence something like this:  

Our semesterly workshop reaches only a minority of medical practitioners, i.e., about 20%-25% of them.

However, in your sentence, i.e. doesn't seem to add much, and I would leave it out.
