Yes, I think it refers to moving on to the next point or issue. Note that the simple present does not refer to a recurring action here. We also use the simple present when commenting or commentating on a current event. This usage is perhaps commonest in sports commentaries and similar, but here the writer is commenting on his own act of speech, thought, writing.
