What is the meaning of incidental in the sentese below:

Each Party shall bear that Party's legal cost of and incidental to the negotiation, preparation and settling of this Agreement.

Does it mean that each Party is responsible for its own cost regarding the above steps?
I'm not sure what 'incidental' means in this context though.

Yes, it means each party's responsible for its own costs.

Incidental expenses here means expenses in connection with negotiation, preparation and settling of the agreement (apart from the regular legal costs).

The main legal costs would be the lawyers' fees. Incidental expenses could include the cost of travelling to meetings to negotiate the agreement, the cost of secretarial services, and the cost of getting the agreement notarised if necessary.

Whilst I agree with the others as to what this means, I have to say it is very badly written. For the sentence to make grammatical sense, it should read something like this:

Each Party shall bear that Party's legal costs and incidental expenses related to the negotiation, preparation and settling of this Agreement.
