Include appropriate contract terms

Hi every one,

I would like to ask you meaning of the word "include" in this sentence.

"Project management unit and Project Supervision Consultants include appropriate contract terms".

The context is "PMU and Project Supervision Consultants will have contracts and they consider about Indigenous peoples"

As far as I know, "include" mainly refers to "contain", so I wonder "include" in the above sentence means "PMU and Project Supervision Consultants have appropriate contract terms about Indigenous peoples".

Sorry if the context seems ambigous to you, the sentence above is from a very long table in my documents (I don't know specific author")....👁 Oops!

Thanks,
Is it intended to be a full sentence? Or is it some side comment in a table?

I do not know what these terms mean, in this specific document:
1. Project management
2. Project Supervision Consultants

The use of the verb "include" implies that each of these things is some kind of text document. Are 1 and 2 text documents? If they are not then "include" is not the word that should be used here.

Note: the phrase "consider about" isn't correct English.

Thanks dojibear, I understand what you mean. It makes me confused, too. Project management Unit and Project Supervision Consultants are agencies/companies/firms. They are not text documents. For example, you want to implement bridge construction project, so you need a "Project management Unit " to implement/manage the project, right ? And "Project management Unit" also needs to hire many consulting firms to supervise the project in terms of design, environment, etc.

Also, I wonder why the author uses "include" in this case. I think Project management Unit hires consultants (consulting firm) to monitor social issues or construction or environmental issues and in the contracts between Project management Unit and these consultants, there are terms (contents) regarding Indigenous peoples
"Project management unit and Project Supervision Consultants include appropriate contract terms".
If this unit is a group of people, and since the word "consultants" does refer to a group of people, the sentence sounds incomplete.

Project Management Unit and Project Supervision Consultants include appropriate contract terms in [insert reference to the thing in which these terms are included].
