Got to tell you Txiri, even I am having a problem with the question. Do you mean that he was describing how the police were acting or the type of policeman he wanted

To add to the context, they arrested one person, but failed to interview others who were in the room and logically would have been interviewed.

The witness is a Chiapanecan.
Till, if he's describing how the police did not do things properly, why would he say they were incorruptos?

and bye-the-bye, explain how regional, rural Mexicans come up with words in their vocabulary that Spanish speakers in other places, including Mexico, can't seem to fathom ...
