Yes, I think so. (Here in the UK we might be more likely to describe it as a free giveaway ~ it's the fact that it costs nothing which counts most with us👁 Big Grin :D

If we wanted to focus not on that it costs nothing but on that it is inside something else (e.g. a magazine inside a newspaper), then insert/inset would be ok?

Yes, insert (not "inset") would be okay.
When I think of inserts in magazines or other publications, I think of those cards advertising another product or more often advertising a subscription to that very publication.
