What will be the perfect job title for a staff who takes care of general affairs in a company?
They might do the following tasks.

Answer calls
Make calls
Receive packages
Welcome clients
Do shopping for the office
Process documents for the company staff

"I am in general affairs."

Is it correct?
That is not a job title, it is a job description. A job title would be 'Office Manager/Office Assistant' (a kind of glorified secretary, which may be what you mean here).
'Dogsbody' springs to mind. or 'gofer'. 👁 Smile :)

In Japan, it is not a strange thing for the new staff(especially female) to be assigned to this "department".
Dogsbody and gofer maybe what it is but is there such department or division in companies of your country?
I don't think there is necessarily a separate department for this, the person is usually attached to a specific office. But if such a department did exist it would be called "The admin(istration) department".
A staff who does this could officially be called an office assistant or an administrative assistant.

That will be very helpful to know for in Japan, many companies do have that department.
The term "girl Friday" (or "man Friday") comes to mind, and is suitable as a (very informal) job title.

What I wrote wasn't a job title.

Glorified secretary- a new word for me and I am pretty sure it is so to people in Japan. Because I don't see any information on that in Japanese.
But I was able to find what it meant online.

'Glorified secretary' was merely a comment on my part, my apologies for misleading you**. What I meant was that these days people don't like to be called 'secretaries'. They call themselves Executive Assistants, Office Managers, Office Assistants....
