Your response is legally binding, so be very careful what you say.

What does legally binding mean?
I can't see it making much sense for a to be legally binding. This is something we can say about an agreement or contract.
It means that you are formally committed to do what it says in the agreement, and if you don't, then legal action may be taken against you: You can be sued.
I think a response can be legally binding. Imagine a question like "Are you willing to surrender your right to compensation?" (in a court or some other official situation). If you answer "yes", you are legally bound by that answer.
