loo blues

"Loo blues" is being used humorously by the headline writer. = "Blues (sadness; trouble) caused by wanting to go to the loo."

Headlines do not have to comply with grammar and syntax - they are there to attract your attention.
As an American I was unfamiliar with the word "loo" meaning a bathroom in the early 1970s. I think it is basically a UK term.

In the early 1970s, Trevanian, an author came out with "The Loo Sanction" in which a spy was "sanctioned" (to be killed) in a bathroom. I think most Americans had (and would have now) no idea what a "loo" is.

The "Loo blues" would still only play in the UK (or at least is would not play well in the USA).

Since the link is to a New Zealand website, the term is also used there. It also means toilet in Australian English.
