What is meant by "look out" in the following text from Taking the Leap by Pema Chodron:

When we pause, allow a gap, and breathe deeply, we
can experience instant refreshment. Suddenly we slow
down, look out, and there’s the world. It can feel like
briefly standing in the eye of the tornado or the still point
of a turning wheel. Our mood may be agitated or cheerful.
Instead of concentrating on our task where we look at a screen or we look down, we are to look into the distance.
The text is about meditation and during meditation we are usually instructed to close our eyes, is it not right? How can we look out?
You can think of the gaze as a focus, not literally with your eyes. Instead of being introspective, become aware of the wider world.
If you're trying to stand on (let alone 'in') the still point of a turning wheel, then 'look out' takes on a very different meaning.
What is the meaning in that situation?
