What are managing extrication and by all concerned in the sentence above?

It could mean extracting the troops that have gone in; or perhaps also some of the British settlers of the islands. It might be a hard decision who to evacuate and what the priority is, especially in the latter case.

It was a military operation. I don't think the islanders--the couple thousand of them--had a vote though many were of British background.
Military leaders made decisions (partly following directions from back home).
