No, unfortunately not, because in this case I'm not translating from Spanish.
But what do you mean "depending on the exact meaning?.
The sentence speaks about testing (electronic) circuits that were manufactured at (or ?) a specific Company, plant, named Hxxxx, or at (or in?) the Sub - Contractors' plant.

I would use "at" before the name of a manufacturing plant, "in" before something like "Boeing's facility in Spokane."
