Notification on supporting temporary measure to limit number of customers in shops imposed by company A

Is it better to rephrase it to make it clearer as follows?

Notification on supporting company A in imposing temporary measure to limit number of customers in shops
What is "better"?

I understand: Company A is imposing a temporary limit on the number of customers in each of company A's stores.

But:

(1) This is not a sentence. This is a noun phrase. So it does not have a meaning

(2) This is a notification from who to who?

(3) Who is supporting company A?

This is the title of a notification issued by a management company to customers.
Thank you.

Company A plans to change its store rules.
This will notify customers about that action by company A.
This is a notification to customers of the action by company A.

This should not ask (or command?) customers to "support" that action. Company A is not asking anyone's permission to do the action. Company A is doing the action. So this is not a notification about supporting. This is a notification about an action.
