how formal or legal is the use of this word in a paragraph? is it only used in legal documents? i want to use it in document, it is very formal but not legal.

the sentence goes " Notwithstanding the foregoing, it is necessary to review this strategy......"

I almost always encounter this word in legal documents. and translate it by "nonobstant"
It is quite formal, but it is used in more than just legal documents. You might see it in a professional journal article, for example.
