I'm trying to translate in French "off the shelf application".
I guess it means something like "programme prêt à l'usage" or "programme clé en main".
In my context, we are talking about measures designed to ensure data confidentiality in a IT system.

Cela dit, en français on parle généralement de composant/outil/logiciel/application... sur étagère (plus que prêt à l'usage...).
