Hello everyone,
From the book Thank You for Being Late by Thomas Friedman.

So, yes, we are indeed present again at the creation of something new in the geopolitical arena, and much responsibility will fall to America to figure it out and offer the policy innovations, and generosity, to manage it.

What does "offer generosity" imply? Does it imply that America, so to speak, will be so kind to manage it?

This paraphrase is also a reasonable to way to express the idea, but "offering generosity" doesn't imply much to me. It implies that managing this new thing will require time and resources that America probably won't receive from anybody else as it manages the thing. What thing is Friedman referring to? That isn't clear from the sentence itself.
