Neither they (Aborigines), nor the Native Americans, nor any other primal peoples are ever likely to become fully paid-up members of European colonial societies, precisely because of their less “sharpened” sense of ego.

--- Does "paid-up" in this context mean that they will never become members of the society and pay different contributions like eg. insurance premium, public collection???
"Paid-up" is used figuratively to mean a complete member who has signed up for the full package, in this case they are not wholly adapting the European mentality even if they are adopting some of the European customs or bevaviours.
