What the extra information after the em dash is actually for? Is that all elaborating on the 'force'?

What follows the "insofar" is editorializing. It should really be in parentheses if I am reading it correctly.
I mean how are the phrases before and after the em dash is related. Does anyone else have any idea?
I read it as an appositive, i.e. explaining "language that wields force"

I can see how it's confusing, since it seems to me that the definition is more arcane than the expression itself.πŸ‘ Smile :)

I was affirming what you had said in your original post. The "force" wielded is the theater of it all.
