Peripheral Level

Hi every one,

I would like to ask you meaning of the phrase "Peripheral Level" in the sentence below:

" Training course on Strengthening primary health care management capacity of Health manager at Peripheral Level in Vietnam, Hanoi School of Public Health.

I wonder whether "Peripheral Level" means "grass-root level" ?

The sentence above is taken from curriculum vitae of a Specialist I have to translate from English into Vietnamese and I don't know the author.

No, I read it to mean "in some supporting capacity." For example, a physician might prescribe some regimen for a patient, and the Health Manager might arrange for the availability of facilities important to what must be done.

Someone else may have a more realistic example in mind. What you have quoted might be too little for anyone to make a good guess.

I would not gloss that as grass-roots.

Literally it means around the edges or less-central. There is a strong possibility that it has a specific meaning in this context but it's hard to deduce what this might be. Sorry.
