What exactly does "over" in "perplexed over" mean in the following post? Is it "because" or "about"? Thank you.

I was told that the reason why C is correct -and E is not- that this sentence could only be followed by a "that clause", as in the option C. They told me that E would be the correct option if the sentence began with something like "It's shocking for me..." instead of "For me, it's shocking...".

I'm rather perplexed over that explanation. Both forms don't sound awkward to me at all!
Thanks! I'm perplexed by some uses of 'over' at times.
I see that Chazzwozzer is not a native English speaker. "over" is not the most idiomatic preposition. "by" is more idiomatic.
