Essentially the meaning is to select, highlight or point to someone, something or somewhere from a number of other possibilities. Here, the picking out is by the ball landing in that position. "Sadio Mane’s dart" is Mane's fast move somewhere on the pitch, the same place that Milner directs the ball to.

More importantly, the ball landed there. He might have selected that spot as his target, but if he kicked the ball poorly so that it went somewhere else, then you could not use "pick out".

It is, I suppose, analogous to picking out something on a screen during a presentation by using a light pointer.
