meaning of “potential compassion” and “in the way of”

In that passage, I have two questions about two underlined parts, “in the way of,” and “potential compassion.”

❶ Is the underlined “” used in the same way as in “Don't stand progress?”

❷ What’s the meaning of “potential compassion?” I cannot work up the meaning of it, however hard I try.

The original is the same construction as "To err (make mistakes) is human, to forgive divine" (or possibly more understandably: "To err is human; to forgive, divine").
