procurement envelop

Hi,
GDLRC responsibilities and procurement envelop: The directorate is procuring equipment, rehabilitating its regional centers, and providing maintenance services for an annual public procurement envelop of LBP18,106M (US$12M) in 2014 and LBP6,890M (US$4.6M) in 2015.

What could be meant by "procurement envelop" here please?

The word "envelop" seems to apply to all the preceding words, "GDLRC responsibilities and procurement" and not just "procurement". It seems to mean "module" or "chapter" here.
