I am not sure if this is the right place to ask, but can anyone explain to me what`s the meaning of the professional position "programme controller". Is it the same as programme director? Thank you.

Do you mean every radio has a person in charge of programming or every radio has a means of controlling the programme?
There are several meanings of programme and there are several meanings of controller. This results in multiple occupations that can be called "programme controller". "Programme" can mean a schedule or it can mean a project and controller can mean a manager or it can mean a type of accountant (aka comptroller) so "programme controller" could be the title of an accountant that works on a specific project.
