Propuesta. The idea of the last sentence seems to be "(Vote) 'no' on 'Proposition Puppy'," with 'Proposition Puppy' being the name of a ballot proposition. Propositions are usually numbered (not named after pets!), so you will hear slogans like "Vote 'no' on Proposition 8."

This needs syntax, surely?

Then, the door´s (door is) wide open. "No" on proposition puppy...

Otherwise it doesn´t make sense to me.

La RAE dice lo contrario:
proposición.
~ de ley. 1. f. Texto de una ley que proponen por su propia iniciativa las Cámaras legislativas, sin proyecto del Gobierno.
