I think it means that Edwards had a vasectomy, changed his mind, and had the procedure reversed. That is, his tubes were reconnected after having been severed.
It is sometimes possible to surgically reverse a vasectomy so that the man can have children again. Or at least give it a try.
I know about vasectomy, having had mine done 10 years ago! Reverse vasectomy is what owlman says. I suppose the reverse vasectomy involves cutting open the sack (scrotum) to get at the tubes (vas), which also means access to the testicles so that some sperm can be 'harvested' directly from them.
