Is it correct : " I suggest you to roll over"

or I have to add the word "payment".. so " I suggest you to roll over the payment".

I would drop the "to", at least in AE, but you really should add "the payment."

"Roll over" is a slang expression that means "surrender and submit". It has a very negative sexual connotation. A typical use would be:

"The boss said he'd stand up for us in that meeting, but when the battle came, he just rolled over and let them stick it to us."
In this instance it would seem that "roll over" has the same meaning used for national lottery prizes which are not won in a given week. The prize is "rolled over' to the next week, increasing the potential jackpot.

In which case I would write "I suggest that you roll the payment over until/to next week"
