This one doesn't refer to rotating poles in engines. From the context, I'd say it was something that people used to keep in front of their shops to draw attention, a kind of advertisment. The passage is about a place still having a look of a town from 1950's, and it says:

"Crenshaw's Barber Shop had a rotating pole out front (etc.)."

So, the question is - what's rotating pole here?

PS I tried to find pics online and the only one worth mentioning was a stiped rotating column, but of a much later date.
