Hi,everyone:

The above is taken from my Longman Dictionary. I could not understand it after reading it. Could you explain this usage for me?

Yes, "especially when...." means that this verb is rarely used in other contexts.
Rouse suggests that the person undergoing the action is either sleeping or in a state of apathy, i.e. that it takes some effort for them to rouse themselves or be roused.
