What does "scarcely" mean here?
What does the whole quote mean?
What does "it" refer to in "It can scarcely..."?
You can hardly deny.....
'scarcely', like hardly', means ≈ 'almost not'. (In some contexts, although probably not here, 'barely' is another near-synonym [He barely made it, he almost didn't make it].)
You could deny it, but it would make you look foolish, because it is "obviously" true.
