Hi,

What does seeming impunity mean in this context. Does it mean "without being caught" or "without being seen"?

It seems that the organization i for its attacks on Europe and the Europeans. If it "attacks with impunity", it attacks without receiving any consequences for those attacks.

Do you mean that 'not really being punished' is because the terrorists have not been caught, or is it because the police are slacking their duties?
No explanation is offered as to why Europe has failed to punish f...ing ISIS. All the quote says is that Europe's defences are leaky. I do not know how you got the idea of the "police slacking their duties". Maybe it is somewhere else in the text you have been reading?
I'm confused about the phrase 'seeming impunity'. I wonder if 'impunity' is used to mean either the law is loose or we don't practice it the right way that someone can break it with impunity.
