How do I understand 'short-stack' here?

"A short stack of pancakes" is a small order (a serving of 2 or 3 when the restaurant usually serves more than that in an order).
"Short-stack pancakes" makes no sense to me. The pancakes in a short stack and in a regular order are identical.
Normally a "short stack" of pancakes means just a few pancakes, rather than a full plateful. I'm interpreting your example as meaning "a short stack [of] pancakes."
