In the following sentence (Said by a the supervisor to the doctors int the hospital:


"The growing level of incompetence around here is frightening. It's a wonder we haven't been shut down."


"Shut down" was defined as:

(shut down: colloquial for 'closed to operations'


So can he mean "I'm wondering how we are still performing operations"???

Have I got it right? I'm not sure because "closed (to) operation is still vague for me.

It's difficult to know without context. I think in this sense it means that the company is no longer working/operating. They have shut the doors, fired the staff and are no longer trading.
The supervisor was angry because one of the doctors prescribed the wrong medicine, and the patient now is going through a surgery.
The sentence is saying that since there is so much incompetence there (at the hospital), the supervisor is surprised that it hasn't been closed.

"I'm wondering how we are still performing operations" is right, but it sounds a little funny to me. Maybe "I'm wondering how we are still open" would be better.
It's a wonder we haven't been shut down.

It is surprising that the people who manage the hospital haven't closed this department because of its incompetence!
