I have come across an article
What The mood shift in Russia means in today; The Hindu Newspaper

<< --- >> “In closed systems disorder increases … It leads to even greater ‘closedness' and, as a result, greater chaos. Therefore, in order for the system to preserve itself and develop, it should be opened. New players should be let into it … We can't allow ourselves to wind up in the situation of ‘solux rex', the lonely king. << --- >>

It is a part of article.what does it mean-We cannot allow ourselves to wind up in the situation of solux rex,the lonely king.

WHY DOES IT MEAN IN SIMPLE LANGUAGE AND WHY IS IT USED?

First of all, the use of all-upper-case characters in forums is equivalent to screaming and is considered very, very rude.

Secondly, the sentence defines the apparently Latin term, i.e. solux rex,
I think it should be solus rex. It apparently comes from chess, a move when there is only the King left in any color. There is however Nabokov's unfinished novel Solux Rex, but I have not read it unfortunately. It means a lonely king.
Well, here's my theory, ABHISH:

'Solus (NB not solux) rex', the lonely king is a position in chess where only the king is left on the board - see eg this Wiki glossary of chess problems:
  • Solus rex (or Rex solus) - When either color (though usually black) has only their King piece left.[1] The term is derived from Latin and literally means "lone king."[2]
It's a position from which the player cannot win.

EDIT: Sorry: I hadn't seen Liliana's answer when I posted this. It seems we agree, though!
