Does "starred animal" correctly describe the image if my intention is to focus on the stars? Or is there a better adjective that would sound more natural?

The mascots of both major parties are - a donkey and an elephant .

Thank you in advance.

What point are you trying to get across?
I ask because it's rather meaningless to me.

To describe the symbols in English in a concise way.
The pictures in post #2 are not mascots. Mascots are real animals. The party mascots are donkeys and elephants which are not starred and not colored red/white/blue.

In the post #2 "images" ("drawings"), the stars (and coloring each animal red, white and blue) represent the US. The US flag has stars (and is red, white and blue). Those colors (and those stars) do not represent the parties. They represent patriotism (love for the country, which is shared by both parties).

Often the color blue represents Democrats, and the color red represents Republicans.
