What's the meaning of sub-second in the following phrase?

"synchronized sub-second measurements"

This is a sentences in which the sub-second is used:
1- in the context of the smart grid, it is possible to obtain measurements from throughout the grid fast enough to analyze the grid conditions and identify the necessary control actions and implement them in sub-second time frames.
Thank you. Is it used to describe high accuracy measurements in the "sub-second measurements"?
We don't really know if they're "highly accurate" because the term is not a measure of accuracy. All we know that all those procedures can happen in less than a second.

It's like running a sub–four-minute mile. We don't know the exact time to a thousandth of a second; we just know that the person ran the mile in less than four minutes.
Two other things. The original sentence could benefit from two more words (for me): "... it is possible to obtain measurements from the throughout of the grid fast enough ..." And highly accurate measurements are not addressed here because the main point is that all three operations can happen in less than a second – the exact time will vary for every set of three, but it will be under one second.
