How can I interpret “swirling with” here? “Swirling” means spinning/turning. “With” means having/displaying. “swirling with” is not a phrasal verb. Am I correct?​
It means what she(?) sees in the crystal ball is swirling around – probably like smoke. This is complete fiction, of course.
