The flood like an off-the-rein horse on the rampage, dashing through the breached reservoir, swooped downstream at the speed of 6m/s.

I wrote the sentence. "Swoop" is usally used to describe an downward movement of birds to catch their prey. I was wondering if I can use "swoop" to describe the flood.
Thank you.
I would be fine with "swooped down the valley" (assuming this happened in a valley), but I confess that "swooped downstream" sounds bizarre.
