What does "systematic improvement" mean?

The Institute wants its users to be aware of the importance of constantly striving to improve care services. So this phrase points out that its work demonstrates how to put systems in place, to ensure that this happens. It might, for example, suggest such things as monthly or annual reviews for employees; making arrangements for them to take courses to update their skills; regularly asking users to provide feedback on how satisfied they are with the service they've received; and so on.
