Which definition of system in the phrase "systematic improvement " fit in that phrase?
No 2 or 2a?
Would you please explain why the other definition doesn't work in my example?
These definitions for systematic from our dictionary seem useful to me:

  • having, showing, or involving a system, method, or plan:a systematic course of reading; systematic efforts.
  • given to or using a system or method;
    methodical:a systematic person.
If you want to use Macmillan's definitions for system, 2 seems more useful to me than 2a does. Why? Because that definition and example for system don't seem relevant if you are trying to understand what the systematic improvement of care means. Here are the definition and example for 2a:

the system

rules that decide how a society, country, or organization should operate and that cannot be changed even though they seem unfair to you
You can’t beat the system.


This really isn't useful in an analysis of what the systematic improvement of care should mean.
Systematic here means organized according to a plan, rationally programmed.
