We, the people, want practical solutions and thoughtful proposals based on an actionable strategy that systematically addresses problems.

Is it better to say "systematically address problems" or " address problems systematically"?

They’re both fine but there’s a slight difference in emphasis.

“…systematically addresses problems” emphasizes addressing problems

“…addresses problems systematically" emphasizes the system that will address them

You can use whichever one you prefer.
