I can't read the linked article, but the partial sentence (headline?) you show about it is clear.

This use of the noun "offensive" is a war term. Armies "go on the offensive" if they are attacking something. The Taliban uses guerilla tactics (many individual attacks, not a single war in one place). So this "offensive" is an organized set of attacks on schools in those places.

It's a noun and means "attack".
