These lines testifies that the poet was imbued with the ideals of the revolution.

I hope my sentence is correct. But if I rewrite in the passive voice should I add 'to' to 'testifies'?
That the poet was imbued with the ideals of the revolution is testified/ testified to by these lines.

In your version, "to" is required. The alternative is: "... is attested by these lines.
