What's the bold phrase mean? I thought it was "spraying", but it's obviously far away from the definition in a dictionary. If they are the serious romantics, why they spray the perfume hastily and carelessly?

It just means "put on" in a non-specific way. It doesn't mean spray, it doesn't mean pour, it doesn't mean throw, it just means put on in some way that's not extra careful and precise, but it doesn't indicate exactly how that is done.
