if someone puts sand on somebody throwing the sand at this person, putting it over the head; can I say he threw the sand on the kid?

Any explanation will be welcome! Thank you

It could be OK. Why do you ask the question?

"over" the kid or "at" the kid would also work.
"he threw sand on the kid" could work if you mean that he threw the sand and it actually landed on the kid but it would depend on the context. could you clarify, please?
Of course I can clarify, here's what happened:

A little girl comes and tells me that a kid had put sand on her (she actually had the sand on her head!!) and I tell her: "go to him and tell him: don't throw sand on me, because I don't like it!". A friend who was with me tells me: you say throw at me, not on me, you only throw at! And I said, yes, but he actually put the sand on her (maybe over is more precise?) and we kind of started a discussion about it; to me, it makes sense to say on, if the sand was on this girl's head! She said -again- that you only throw at (which, I know, is also correct). But I need to make sure.

Hahaha, I need to make sure for personal reasons, but I actually doubted because I tend to make up rules!!! She's preety nice and kind, actually, but I'll let her know, because she called me a know-it-all! And I felt pedantic, as it was me who seemed sure about something I wasn't that sure about =/
