with a solid deliverable

Hi,everyone:

"Discrete" means that each milestone is unambiguously defined in measurable terms with a solid deliverable.

I'm wondering if "with" here means "along with”

Best wishes
If I can make any sense out of this egregious statement, I would say that the milestone has two properties: it is unambiguously defined (we are told exactly what it is) and that it has a solid deliverable (it will have the promised result). I am reading an unstated comma between these, otherwise I can't make sense of it.
