took a look at your prs ,,,confirmed all 4 on youtube-downloader show purple "Merged"(not grey closed),youre listed as the commenter / contributor on each ,and the repo is public. on paper this should have unlocked tier 1 already .

a few things worth checking that go beyond the usual checklist since you've already ruled out the basics :
