High-Level Political Forum

The High-level Political Forum on Sustainable Development (HLPF) is the central United Nations platform for the follow-up and review of the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs) .

The HLPF was established at the United Nations Conference on Sustainable Development (Rio+20) in 2012 in its outcome "The Future We Want". The HLPF is an integral part of the global architecture for follow-up and review of the 2030 Agenda and the SDGs.

The Forum is convened annually under the auspices of the Economic and Social Council (ECOSOC) for eight days, including a three-day ministerial segment, The Forum conducts regular in-depth reviews of progress on the Sustainable Development Goals and includes Voluntary National Reviews where countries present the findings from national reviews of progress with a view to accelerate the implementation of the 2030 Agenda.

The HLPF brings together ministerial and high-level representatives of governments, as well as a wide range of expertise and stakeholders, including heads of UN entities, academics and other experts, and representatives of major groups and other stakeholders. The Forum under the auspices of ECOSOC and the ECOSOC High-level Segment adopt a negotiated ministerial declaration.

Every four years, the Forum is also convened at the level of Heads of State and Government under the auspices of the General Assembly and is referred to as an โ€œSDG Summitโ€. The Forum under the auspices of the General Assembly adopts a negotiated political declaration. The first SDG Summit was convened in September 2019. The second SDG Summit was held in September 2023 and adopted the 2023 Political Declaration.

2025 HLPF

In 2025, the HLPF under the auspices of ECOSOC convened from Monday, 14 July, through Wednesday, 23 July 2025. The high-level segment of ECOSOC, including the three-day ministerial segment of the HLPF, convened from Monday, 21 July, through Thursday, 24 July 2025. The theme of the 2025 ECOSOC and HLPF is โ€œAdvancing sustainable, inclusive, science- and evidence-based solutions for the 2030 Agenda and its SDGs for leaving no one behindโ€. The SDGs to be reviewed in-depth are Goals 3 (Good Health and Well-Being), 5 (Gender Equality), 8 (Decent Work and Economic Growth), 14 (Life Below Water) and 17 (Partnerships for the Goals).

2026 HLPF

The theme of the 2026 ECOSOC and HLPF will be โ€œTransformative, equitable, innovative and coordinated actions for the 2030 Agenda and its SDGs for a sustainable future for allโ€. The Goals to undergo in-depth review are Goals 6 (Clean Water and Sanitation), 7 (Affordable and Clean Energy), 9 (Industry Innovation and Infrastructure), 11 (Sustainable Cities and Communities) , and 17 (Partnerships for the Goals).

2027 HLPF

The theme of the 2026 ECOSOC and HLPF will be: โ€œScaling up just transitions to achieving sustainable development, poverty eradication and the full implementation of the 2030 Agenda and its SDGsโ€.The SDGs to be reviewed in depth are Goals 4 (Quality Education), 10 (Reduced Inequalities), 12 (Responsible Consumption and Production), 15 (Life on Land) and 17 (Partnerships for the Goals).

2027 SDG SUMMIT

Every four years the HLPF meets under the auspices of the General Assembly at the level of Heads of State and Government (the SDG Summit). The next SDG Summit will be held in September 2027.

SDG Summit 2023

During the United Nations General Assembly high-level week in September 2023, Heads of State and Government will gather at the United Nations Headquarters in New York to review the implementation of the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs).

2022

Building back better from the coronavirus disease (COVID-19) while advancing the full implementation of the 2030 Agenda for Sustainable Development

2021

Sustainable and resilient recovery from the COVID-19 pandemic that promotes the economic, social and environmental dimensions of sustainable development: building an inclusive and effective path for the achievement of the 2030 Agenda in the context of the decade of action and delivery for sustainable development.

2020

Accelerated action and transformative pathways: realizing the decade of action and delivery for sustainable development.

SDG Summit 2019

The SDG Summit 2019 resulted in the adoption of the Political Declaration, โ€œGearing up for a decade of action and delivery for sustainable developmentโ€. World leaders called for a decade of action to deliver the SDGs by 2030 and announced actions they are taking to advance the agenda. The General Assembly endorsed the Political Declaration on 15 October 2019. More than 100 acceleration actions have been announced.

2018

This yearโ€™s forum, under the theme โ€œTransformation towards sustainable and resilient societies,โ€ concluded with the adoption of a Ministerial Declaration. Forty-six countries presented their Voluntary National Reviews on their efforts to achieve the 2030 Agenda. 

2017

The meeting of the high-level political forum on sustainable development in 2017 convened under the auspices of the Economic and Social Council, was held from Monday, 10 July, to Wednesday, 19 July 2017; including the three-day ministerial meeting of the forum from Monday, 17 July, to Wednesday, 19 July 2017.

2016

HLPF in 2016 was the first since the adoption of the 2030 Agenda and the SDGs. The session included voluntary reviews of 22 countries and thematic reviews of progress on the Sustainable Development Goals, including cross-cutting issues, supported by reviews by the ECOSOC functional commissions and other inter-governmental bodies and forums.

2015

Many ideas also emerged on how the HLPF could organize its work after 2016, and deliver on its mandates to review SDGs progress; promote implementation of the post-2015 development agenda and conferences on SIDS and other special situation countries; address new and emerging issues and strengthen the science policy interface.

2014

The high-level political forum on sustainable development convened under the auspices of the Economic and Social Council met when the sustainable development goals and the options for a financing strategy for sustainable development were being formulated. The outcomes of those two processes are expected to form central elements of the post-2015 development agenda soon to be negotiated. 

2013

The HLPF 2013 held its first meeting on Tuesday, 24 September 2013. The meeting was held under the auspices of the General Assembly and gathered Presidents, Prime Ministers, senior officials and representatives of stakeholders.
