Aim is to garner maximum performance credits for more grants

The PMC administration has set several performance targets this year in delivery of various services to match the benchmark set by the 13th Finance Commission to get the maximum performance grants for the civic body. If the administration achieves the target,citizen will be able to get water for more hours,equitable water distribution and zero waterlogging in monsoon among others.

“The targets have been set to meet service benchmarks set by the 13 th Finance Commission. We are looking for performance-based appraisal for the civic staff so that set targets are achieved,” said Additional City Engineer Vivek Kharwadkar.

The exercise includes a monthly review of works,he said adding that performance would decide the grants. Executive Engineer Pramod Nirbhavane said the water supply department had set targets after studying the present situation. “We are aware of service benchmarks for the water supply department. The benchmark cannot be attained all of a sudden and targets are planned in a way that it is achieved in the next few years,” he said adding that there are no excuses for the target not being achieved.

Deputy Municipal Commissioner Suresh Jagtap said that the target set is achievable and the solid waste management department had already started the process.

Among the set targets declared through a notification,the PMC says its has 94.19 per cent coverage of water supply connections against the benchmark of total coverage. Hence,the water supply department has set a target to cover 98 per cent water connection in the current fiscal. The civic body has been providing 135 litres of water per capita against the norm of 194 litres and the administration has taken up the responsibility to bring it to 150 litres by the end of the fiscal. As pet the benchmark,the PMC should have 100 per cent metering of water connections but it has been able to cover 29.71 per cent so far and plans to meter at least 35 per cent connection this year.

The extent of non-revenue water should be 20 per cent of the total supply but the PMC has been spending 30 per cent which it plans to bring down to 25 per cent. The benchmark proposes 24 X 7 water supply but the PMC is able to make water available for 4-6 hours and is planning to take it at least to 6-8 hours.

For solid waste management,the PMC has set a door-to-door garbage collection target of 52.70 per cent houses to get the service at present. It has set a target of segregation of 50 per cent garbage collected from 27.96 per cent at present by creating awareness among citizens on segregation at source. The stormwater drainage network is 55 per cent and the target is 100 per cent by March 31 next year.
