AZ migration capability is disabled for this subscription
Hi Microsoft team,
I'm using Azure Cosmos DB under the Free Tier (1 000 RU/s, 25 GB limit) and received this error during deployment:
BadRequest: AZ migration capability is disabled for this subscription.
Questions
- Is Availability Zone (AZ) redundancy or AZ migration supported for Free Tier Cosmos DB accounts?
- If not, is there any way to upgrade a Free Tier account to a paid one to enable zone redundancy, or must a new non-Free-Tier account be created?
Context
- Deployment via Bicep (
Microsoft.DocumentDB/databaseAccounts) - Region: France Central
- Subscription type: Microsoft Partner Network (Developer Support Plan)
- Free Tier confirmed (
enableFreeTier: true)
Just want to confirm if this behavior (disabled AZ migration) is expected for Free Tier accounts before I create a new paid-tier Cosmos instance.

- No, Availability Zone (AZ) redundancy or AZ migration is not supported for Free Tier Azure Cosmos DB accounts. The error message "AZ migration capability is disabled for this subscription" confirms this limitation.
- No, there is no direct way to upgrade an existing Free Tier Cosmos DB account to enable zone redundancy. To utilize zone redundancy, you must create a new Azure Cosmos DB account that is not designated as a Free Tier account and configure it for zone redundancy during its creation.
- No Direct Upgrade: Existing Free Tier Cosmos DB accounts cannot be upgraded to support Availability Zones.

Availability Zone (AZ) redundancy or AZ migration is typically not supported for Free Tier Cosmos DB accounts. These features are often available for paid-tier accounts to provide higher levels of availability and fault tolerance.
Unfortunately, you cannot upgrade an existing Free Tier Cosmos DB account to enable AZ redundancy. The Free Tier configuration is locked at account creation and does not support AZ migration or zone redundancy changes post-deployment. To enable zone redundancy, you'd need to upgrade to a paid Tier account. There isn't an option to directly upgrade your existing Free Tier account. You'll have to create a new Cosmos DB account under a paid plan to enable these features.
